Is Google now rotating SERPs positions

Within the specialist press there have been quite a few murmurs about Google starting to rotate positions within the results pages, we've noticed it here but don't see it as a massive problem. Has anyone else noticed it with their results?

  1. definitely yes, Google is rotating the top 10 based on who knows what reason. It`d be ok because it makes it easier for the 10 in the first page to reach the top. But it could also mean it`s going to be more difficult to make it to the first page. Is it that visitors are only clicking the first 2 or 3??
